Therefore the <br /> decision reached would be extrajudicial and it would be of "no moment" whether certain Council <br /> Members recused themselves from the discussion and decision or not. Any decision will be a <br /> political decision. It may be within ethical constraints, he conceded, but it would at the base of it, <br /> be a political decision because the Council is a political body.
