In response to City Attorney Schricker's questions, Mr. Morgan stated that once he had an
opportunity to be familiar with the file, he would be in a position to advise his client what would
be in her best interest, which might be a complete and detailed response, or something less.
City Attorney Schricker stated for the record that Councilwoman Steinfeld was represented by
other counsel with whom he had communicated, and Mr. Morgan was a late change in
representation. However, representation is a matter between a client and his or her attorney.
Vice Mayor Claire stated it was extremely difficult to vote on this issue because there were so
many questions that were still unanswered.
MIS: CLAIRE/GASPARINI TO CONTINUE THIS MATTER TO APRIL 11, 1994 TO GIVE
COUNCIL WOMAN STEINFELD AND HER COUNSEL, MR. MORGAN, SUFFICIENT TIME
TO RESPOND TO THE QUESTIONS
Councilwoman Gasparini stated she seconded the motion only to address the Issue.
Councilwoman Gasparini stated she did not understand why Councilwoman Steinfeld, who was
exonerated in the Subcommittee Report, was asking for further information and further delays.
Also, changing counsel at the last minute was her decision, but she had ample time to prepare for
this meeting. Councilwoman Gasparini expressed her frustration at the waste of citizens' time
every single Monday night, and stated "this is nonsense" and everyone knows it. Councilwoman
Steinfeld did not follow the process established by the Subcommittee and yet she wants due
process. Councilwoman Gasparini added that Councilwoman Steinfeld's actions make no sense,
and further delays will not achieve anything positive for the Council or the citizens.
THE MOTION FAILED ON A MAJORITY VOICE VOTE WITH COUNCIL WOMAN
STEINFELD ABSTAINING.
MINUTE ORDER NO. 94-94
COUNCILWOMAN STEINFELD LEFT THE MEETING AT THIS TIME
(9:59 P.M.)
Mayor Buchan called on those people in the audience who wished to speak to this issue.
Lou Covey, 3116 Page Street, Redwood City, a long time resident of Redwood City, stated that
this was ridiculous. The issue was really about Joe Steinfeld, and the Council investigation
proved that he quite possibly used his wife's position to get something he wanted. But he has
damaged his own cause. As a Council you have to put up with a private citizen, it comes with the
territory. It appears that Councilwoman Steinfeld's crime was to try and defend her husband and
you are attacking her. Mr. Covey stated he found her to be a gracious businesswoman, a rarity in
the downtown area.
Richard Silver, 824 Winslow, Redwood City, stated that the Council had tried to work in the best
interests of the community and had every right to judge a colleague. Mr. Silver stated that the real
problem was not Councilwoman Steinfeld, but others who have caused the use of the absurd timer
(each speaker is limited to three minutes), and caused disruptions during Council Meetings. Mr.
Silver suggested that the matter be put aside for 3-4 months, that no action be taken at this time,
and that the Council ask Joe Steinfeld not come to a Council Meeting for a few months.
