everyone cool off for a few months. This issue has a potential to cause real ill will that could last -
a long, long time.
Susan Keely, 766 Canyon Road, Redwood City, told the Council that this matter has become a
big joke in the City, and the word is there is nothing on TV on Monday nights that is better than
Council meetings, the meetings have become a circus. Mrs. Keely stated she did not come to
Council meetings as often as she would like because of Joe Steinfeld, and her blood pressure. She
asked why everyone was forced to listen to his opinions every week, and asked why he was
allowed to talk longer than the three minutes. Mrs. Keely stated that other people who do abide
by the rules are being punished for his actions. Mrs. Keely asked the Council to take a vote. She
said she was embarrassed for the Council and for herself, and it was unfair to continue this matter.
John Holt, 42 Iris Street, Redwood City, stated that the Council had spent too much time on this
already and everyone wanted it resolved at this meeting so that the Council could get on with
more important matters.
4) Final Statements
Councilman Sanfilipo stated that Councilwoman Steinfeld had given the Council false, untrue
and unsubstantiated statements, and the Council needed to act on this matter tonight and quit
sweeping things under the carpet. Councilman Sanfilipo stated he believed Mr. Morgan would
continue to ask for delays, and it was time to act and to move forward.
MIS: SANFILIPOILA BERGE THAT THE CITY COUNCIL HEREBY EXPRESSL Y
DISAPPROVES OF AND CONDEMNS THE CONDUCT OF COUNCIL MEMBER
STEINFELD AS STATED IN THE CITY COUNCIL PERSONNEL SUBCOMMITTEE
REPORT REGARDING CONCERNS OF THE PERSONNEL SUBCOMMITTEE ON THE
CONDUCT OF COUNCILWOMAN STEINFELD DURING THE INVESTIGATION
Vice Mayor Claire stated he had wanted to hear from Councilwoman Steinfeld and her attorney
to determine just how serious the recommended disapproval should have been. Vice Mayor
Claire reviewed her actions and letters, and stated that his questions as to why she did what she
did were still unanswered. Vice Mayor Claire added that it appeared that Councilwoman
Steinfeld had answered his questions when she walked out, which was in fact a refusal to answer.
For the record, Vice Mayor Claire stated that Mr. Steinfeld's actions were of no concern to him.
His only concern was Councilwoman Steinfeld's actions during the investigation and since the
investigation.
Councilman Greenalch stated that he was sorry this action had to be done in absentia, but this
was the last time he planned to address this issue, unless he had to appear in a court of law in San
Mateo County Superior Court to defend his actions. Councilman Greenalch stated he reached a
conclusion based on what had been recommended and Councilwoman Steinfeld's continuing
behavior. "As far as Councilwoman Steinfeld is concerned, she is looking for a complete
exoneration of her behavior. Unfortunately I don't think such exoneration is possible. I think
regardless of the action we take, Councilwoman Steinfeld will not be successful and effective
until she changes her mode of operation. Tonight I wanted to say to her and I will say for the
record, that she alone, not any attorney, not any witnesses, but she alone can explain her behavior
and what motivated it. And I am talking about her behavior to the process. She may have wanted
to call character witnesses. I know her character as a Council Member and that is all I want to
Regular Meeting Minutes
~INUTE BOOK NO. 52 March 28, 1994
age No. 198 Page 14
