<br /> Mayor Buchan called on those people who wished to speak to the issue. <br /> Joe Steinfeld, 850 Main Street, Redwood City, reported on the School Board meeting he attended <br /> and advised the Board voted 4-3 to change its election date to November of odd numbered years. <br /> Mr. Steinfeld stated that voters have more influence over school issues by voting for state and <br /> federal officers in even numbered year elections, and added that if the election date was changed <br /> there could be a total change in the composition of the City Council in twelve months. <br /> Nita Spangler, 970 Edgewood Road, Redwood City, suggested that perhaps a civics lesson was <br /> needed on voting and School Boards for some people. Mrs. Spangler stated it was wise to avoid <br /> the general elections in even numbered years. She added that the School District is in real trouble <br /> and needs solid community support. The additional $8,000 it would cost to move to November of <br /> odd numbered years is not a lot when all the benefits are considered. <br /> Susan Keely, 766 Canyon Road, Redwood City, stated she agreed with Mrs. Spangler, and she <br /> worried about the children in schools because there is not enough money for good education. <br /> Mrs. Keely stated she was overwhelmed with the materials and decisions in the November even <br /> numbered year elections, and asked Council to focus on local concerns, to vote as a community in <br /> the November odd numbered year elections with the School District. <br /> Tom Shore, 24 County Lane, Redwood City, asked the Council to put off this vote until the <br /> numbers regarding voting could be quantified. Mr. Shore challenged the argument that the <br /> electorate is more informed in odd numbered year elections. <br /> Richard L. Silver, 824 Winslow, Redwood City, stated that before he was appointed Clerk to the <br /> Board of Supervisors he was involved in campaigns through the United States and argued that the <br /> choice was between quantity and quality. Mr. Silver stated that experience shows the smaller the <br /> turnout the greater likelihood that the voters are better informed. In response to Council <br /> questions, Mr. Silver stated that although incumbency is not as strong an advantage for reelection <br /> as it once was, moving elections to November of even numbered years was known in Sacramento <br /> as the "incumbent protection Act." Mr. Silver suggested that Redwood City move its election to <br /> November of odd numbered years and contact other municipalities and districts to do likewise, to <br /> share the costs, and focus on local issues. <br /> Councilwoman Steinfeld asked what's the rush? She thanked Mr. Shore for his comments and <br /> told Council she needed cost analyses before she could vote on this issue. <br /> Councilwoman Gasparini stated that elections in odd numbered years forced the candidates to <br /> go out into the community and take stands on local issues, and not rely on brochures and lawn <br /> signs to persuade voters in a busy November even numbered year election. Councilwoman <br /> Gasparini stated she had no problem with shortening her term. <br /> In response to Council questions, City Attorney Schricker advised that his earlier suggestion of <br /> approving the intention to change dates at this time, but notifying the voters after the November <br /> rlINUTE BOOK NO. 52 Regular Meeting Minutes <br /> Page No. 190 March 28, 1994 <br /> Page 6 <br />
