BOARDS, COMMISSION AND COMMITTEE REPORTS
A. Consideration of changing election dates to consolidate with the Elementary School District,
and possible council action.
Vice Mayor Claire presented a review of the issues discussed on March 7, 1994, and advised that
in San Mateo County, twelve cities held their elections in November of odd years, six cities held
their elections in November of even numbered years, and two cities held their elections in April of
even numbered years. Vice Mayor Claire stated that the Redwood City Elementary School
District wanted to hold their elections in November of odd numbered years to focus the electorate
on local issues and not get lost in the crush of federal and state candidates and measures in even
year elections. Vice Mayor Claire stated it made sense to join the School District and provide
focus and attention on Redwood City issues.
Councilwoman Steinfeld advised that cost should be a strong consideration, and the issue is
where do you get the most input from the public at large. Councilwoman Steinfeld stated she
believed that the electorate receives and reads more voting related materials during the even year
elections. Councilwoman Steinfeld noted that four members of the Council would have to have
their terms lengthened or shortened by this action.
Vice Mayor Claire stated there was too much material in an even year election that detracted
from local issues, and said he believed that even year elections gave an unfair advantage to
incumbents.
Councilwoman La Berge stated there was a distinct advantage to holding elections in November
of odd numbered years because the media would focus on Redwood City issues. Councilwoman
La Berge stated that voter apathy was diminishing and there would be a good turnout for local
issues in odd numbered year elections.
Vice Mayor Claire advised that no matter what the decision regarding changing election dates,
the scheduled November 8, 1994 General Municipal Election would take place.
MINUTE BOOK NO. 52
Regular Meeting Minutes Page No. 189
March 28, 1994
Page 5
-.. ì -..., ¡'.. .-.
