Every <br /> city and jurisdiction in the County with ballot measures or positions to be decided in the election, <br /> including Redwood City, participated in the all-mail ballot. Prior to Election Day, the Redwood <br /> City Council wanted to ensure that the voters in Redwood City were aware of the change in the <br /> process and the new mechanics of voting. The new process encouraged people to mail their <br /> ballots in advance of Election Day. The change in the process would reduce that number of <br /> community polling places in all communities. In Redwood City, there would be five polling <br /> places available for voters. <br /> The City of Redwood City retained the services of Envirocom Communications Strategies, LLC <br /> to bolster the City's outreach and education efforts regarding the all-mail election. Envirocom <br /> conducted the outreach from September 21, 2015 through the week of October 26, 2015. <br /> Envirocom's principal is Surlene Grant, a "native-daughter" of Redwood City with continued <br /> family and social ties to the community, and familiarity with the various neighborhoods. Surlene <br /> served as the key contact and outreach consultant for this project. <br /> The following provides an overview of the outreach and education effort. <br /> Message <br /> It is important to note that Envirocom's efforts were neutral and focused only on "how" to vote. <br /> The key message points were: <br /> • The ballot that the voter received at their home is not junk mail. <br /> • The ballot has to be post marked by November 3, therefore, it has to be mailed early in <br /> the day, or better a few days in advance. <br /> • A reminder that the local polling place where a voter may have gone in previous years <br /> would most likely not be one of the five open on Election Day. <br /> 2 <br /> Envirocom Communications Strategies, LLC— Summary Memorandum <br /> 8 RESO.#15461 <br /> MUFF#307 <br />
