At 11:11 P.M., MIS: BUCHAN/STEINFELD TO EXTEND THE MEETING TO NO LATER THAN 11:25 P.M. CARRIED BY UNANIMOUS VOICE VOTE. MINUTE ORDER NO. 95-134 In answer to Council questions Fair Oaks Superintendent Gonazlez described the status of the Fair Oaks Community Center and Library, proposed revenues and marketing the site. PUBLIC COMMENT Joe Steinfeld, 850 Main Street, expressed his views on what he considered unnecessary expenditures and too many employees. Mr. Steinfeld made some specific recommendations on how to reduce costs such as combining the Parks, Recreation and Community Services Department and the Library under one Director. Mr. Steinfeld stated that Public Works Services Department did not need so many supervisors. 5. ADJOURNMENT Vice Mayor Hartnett advised that former Councilman Britschgi was incorrect in terms of his view of how the Utility Users Fees funds have been spent. Vice Mayor Hartnett stated that the Fees had been spent on major capital projects which include the City Hall, and that is the purpose for which the fees were adopted, including major street work as well. Vice Mayor Hartnett stated that the successor Councils have been faithful to the intent that was exhibited at the time of the adoption of those fees. Even though the intent was not reflected well in the Minutes of 1983 as Mr. Britschgi pointed out. Vice Mayor Hartnett said that it was important for the people to know that every Council has kept full faith with that intent and has been good a good steward of the funds for the public benefit. Mayor Gasparini thanked the staff for their good work and long hours. She stated that some people continue to criticize this Council and City staff for things that she did not agree with, and she wanted to commend the staff for the good job and the helpfulness and the support they have provided in this process; and wanted everyone to leave this long meeting knowing that the Mayor stands with staff and congratulates them for ajob well done.
