The MOU includes the implementation of a high efficiency
clothes washing machine rebate program, known as "Best Management Practice (BMP)
#6". The Bay Area Water Supply and Conservation Agency (BAWSCA) has taken on the
role of administering a regional program for this BMP, based on the successful model in
use by PG&E for various appliance rebates.
On August 27, 2001, the City Council authorized initial participation in the BAWSCA
regional high-efficiency clothes washer rebate program. A total of 398 rebates were
awarded in Fiscal Year 2001/02, resulting in 2,228,800 gallons of water saved per year, or
6.84 acre feet.
On May 20, 2002, the City Council authorized the continued participation in the BAWSCA
regional high-efficiency clothes washer rebate program. A total of 530 rebates were
awarded in Fiscal Year 2002/03, resulting in a net annual savings of 2,968,000 gallons or
9.11 acre feet.
On June 2, 2003, the City Council authorized the continued participation in the BAWSCA
regional high-efficiency clothes washer rebate program, budgeting $97,110 to fund 585
rebates. As of today, a total of 405 rebates have been awarded, resulting in a net annual
savings of 2,262,400 gallons or 6.94 acre feet. Of all the BAWSCA agencies participating
in this program, Redwood City leads with the most rebates. Redwood City's success is
based on the higher rebate amount offered and the city's marketing efforts.
For Fiscal Year 2004/05, BAWSCA is offering Proposition 13 State grant matching rebate
funds to all water agencies participating in the regional program, in addition to a cost
effective regional program for our customers.
In March 2004, the California Urban Water Conservation Council (CUWCC) made a
revision to the High Efficiency Clothes Washing Machine, BMP #6, to promote the
purchase of super-high efficiency washers. The water efficiency of clothes washers is
. . -'
