<br /> 5. I ~~ ~œording to a 'water factor" which determines how many gallons of water are used <br /> by each cubic foot of laundry. The lower the water factor the more efficient the washer is. A <br /> typical clothes washer has a water factor rating of 12 to 13. High efficiency clothes washers <br /> have water factor ratings of 9.5 or less. Super-efficient clothes washers have ratings below <br /> 6.0. <br /> Under the revised BMP #6, three levels of efficiency for high efficiency washers were <br /> identified by CUWCC: Level 1, with a water factor of 9.5 to 8.6; Level 2, with a water <br /> factor between 8.5 to 6.1 and Level 3, with a water factor below 6.0. <br /> . To promote super-high efficiency clothes washers, water agencies will be offering <br /> two levels of rebates; 1) A lower rebate amount for the washing machines with a <br /> water factor between 6.1 and 9.5, and 2) A higher rebate for super-efficient <br /> machines with a water factor of 6.0 or less. <br /> Staff recommends that for Fiscal Year 2004/2005 the residential washing machine rebate <br /> program be funded in the amount of $67,000 to support a total of 600 rebates (plus <br /> administrative costs) and to offer two tiers of rebates to encourage the purchase of super- <br /> efficient machines, as follows: <br /> . Tier 1, a $150 rebate for high efficient washing machines, with a water factor <br /> between 6.1 and 9.5, with a contribution of Redwood City of $75 and a $75 State <br /> matching amount. <br /> . Tier 2, a $250 rebate for super-efficient washing machines, with a water factor of <br /> 6.0 or less, with a contribution of Redwood City of $125 and a $125 State matching <br /> amount. <br /> Alternatives <br /> 1. One alternative would be to continue to offer a single, $150 rebate for all high efficient <br /> washing machines, regardless of their efficiency level. (Redwood City rebate amount <br /> for the last 3 years) <br /> 2. Another alternative would be to withhold application to the high efficiency clothes <br /> washer rebate program for Fiscal Year 2004/2005, and set up a stand-alone city <br /> program for BMP #6. Staff would not expect this approach to be as cost effective or <br /> produce tangible water savings on the scale of the BAWSCA regional program. <br /> Fiscal Impact <br /> Funds for this project are available in the Water Enterprise Fund Conservation Rebates <br /> Account (in the Capital Improvement Program) established by the Council.
