7.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 11, 2016 <br /> SUBJECT <br /> Modification to the Mezesville Historic District to remove 1016 Warren Street as a <br /> "Contributor" to the District <br /> RECOMMENDATION <br /> Hold a public hearing and adopt a resolution to amend the Mezesville Historic District to <br /> remove 1016 Warren Street as a "Contributor" to the District <br /> BACKGROUND <br /> The property at 1016 Warren Street previously contained a 950 s.f. single family <br /> residence (890 s.f. living area, 60 s.f. covered porch). This residence was listed as a <br /> Contributor to the Mezesville Historic District. A Contributor to an historic district is a <br /> building or structure that was built within the historical timeframe for the district, retains <br /> its physical integrity, and helps to convey the general understanding of the district's <br /> significance. <br /> On May 28, 2014, the property owner submitted a Building Permit application and <br /> associated plan sets to construct additions to all four sides of the existing structure. <br /> During the Building Permit plan check process, staff noted that the structure was <br /> historic. The owner was notified that the project would require Historic Resources <br /> Advisory Committee (HRAC) review and Planning Commission approval. Unfortunately, <br /> the owner had substantially demolished the single family home on the property without <br /> obtaining any permission and/or permits from the City in violation of various provisions <br /> of state and local laws (the existing non-historic detached garage was not demolished <br /> and remains on-site). <br /> The City pursued legal action against the owner and a settlement agreement was <br /> reached. Among several provisions, the agreement provided for the property owner <br /> submit a $25,000 payment to the City. The funds could be used (but are not obligated to <br /> be used) to further the Mezesville Historic District and public education on the subject. <br /> On April 7, 2015, the Planning Commission approved an Architectural Permit to allow <br /> the construction of a new 1,698 s.f. single-family residence with a 52 s.f. covered porch <br /> on the vacant lot. <br />
