7.A. - Page 2 <br /> ANALYSIS <br /> Staff is initiating a modification to the Mezesville Historic District to remove 1016 Warren <br /> Street as a Contributor to the district, as the historic structure no longer exists. The <br /> property would still be within the historic district, but would be considered non- <br /> contributing. The property will continue to be subject to the requirements of the City's <br /> Historic Preservation Ordinance due to its location within a historic district <br /> On June 11, 2015, the HRAC held a duly-noticed public hearing and voted 5-0 to <br /> recommend that the Mezesville Historic District be amended to remove 1016 Warren <br /> Street as a Contributor to the district. <br /> On August 4, 2015, the Planning Commission held a duly-noticed public hearing and <br /> voted 6-0 (Bondonno absent) to recommend that the Mezesville Historic District be <br /> amended to remove 1016 Warren Street as a Contributor to the district. <br /> ALTERNATIVES <br /> Council may choose to deny the modification of the Mezesville Historic District, leaving <br /> the new home being constructed at 1016 Warren Street listed as a Contributor to the <br /> historic district. <br /> FISCAL IMPACT <br /> Review of the Architectural Permit for the new house as well as this amendment to the <br /> Mezesville Historic District were both performed pursuant to the City's Cost Recovery <br /> System, therefore, direct costs during the processing of this amendment are covered by <br /> an applicant deposit. <br /> ENVIRONMENTAL REVIEW <br /> Pursuant to California Environmental Quality Act Section 2106515061 (b) (3), the action <br /> of removing the "Contributor" status of 1016 Warren Street is not a project under CEQA <br /> because removal of a designation or protections status from a non-existent resource <br /> would not have any direct or indirect physical change in the cause a significant effect on <br /> the environment, nor would it have a detrimental effect on the character or integrity of <br /> the Mezesville Historic District. <br /> KAREN VAUGHN <br /> PRINCIPAL PLANNER <br /> AARON J.AKNIN <br /> ASSISTANT CITY MANAGER/COMMUNITY DEVELOPMENT DIRECTOR <br />
