8.A. - Page 15 <br /> • D&B: Dyett & Bhatia ("Consultant") <br /> • EPS: Economic & Planning Systems ("Sub-Consultant-1") <br /> • BDP: Bottomley Design & Planning ("Sub-Consultant-2") <br /> "Team" refers to the entire consulting team. <br /> Task 1: Project Management <br /> Objective: The consultant team will engage with City staff and other appropriate <br /> representatives to understand key issues, organize background materials and baseline <br /> data, and clarify the work plan, project coordination between City staff and the <br /> consultant team, and schedule. <br /> 1-A Kickoff Meeting and Site Tour with Staff (Consultant). In a kickoff meeting <br /> with staff, the team will finalize scope and schedule, identify data sources, clarify <br /> roles and responsibilities, establish communication protocol, and discuss any <br /> program modifications and key project milestones. The idea of a staff "guiding <br /> team" will be discussed (see Task 2.B). Team will tour of the study area with staff, <br /> with a focus on opportunity sites, areas of concern, and recent development <br /> projects. <br /> 1-B Document and Data Collection (Team). The consultant team will request <br /> and review relevant documents (General Plan, Downtown Precise Plan, Zoning <br /> Ordinance, Capital Improvement Program, etc.) and data (GIS shapefiles, recent <br /> traffic counts, roadway right-of-way dimensions, etc.). <br /> 1-C Ongoing Project Coordination (Consultant). Working with City staff, <br /> Consultant will be responsible for overall project management and coordination, <br /> including coordinating efforts of Sub-consultants and communicating with staff as <br /> needed to ensure adherence to scope, schedule, and budget. The Consultant <br /> Project Manager may also participate in a regularly scheduled status update phone <br /> call with staff. <br /> 1-D Scheduling and Ongoing Task Management (Consultant). Consultant will <br /> prepare an overall project flow diagram, and prepare and maintain a detailed <br /> project schedule showing work efforts, review times, products, and meetings for <br /> technical tasks. <br /> Task 2: Collaboration with City Staff <br /> Objective: Provide technical assistance to staff, establish a "guiding team" for the <br /> planning process, and outline and clarify respective roles of staff and consultant teams <br /> in the planning process. <br /> 2-A Technical Assistance to Staff (Consultant, team as needed). The <br /> consultant team will assist City staff in reviewing and commenting on staff reports, <br /> technical memoranda, or other documents, as required for project-related meetings <br /> with stakeholders, City committees and commissions, and the City Council. <br /> Consultant will not be responsible for writing staff reports.
