8.A. - Page 16 <br /> 2-B Participation in Inter-Departmental Coordination Efforts (Consultant). To <br /> provide a high degree of City staff involvement in the Plan's preparation and review <br /> of technical aspects, Consultant will appointment a standing "Guiding Team." This <br /> will include key staff from the participating and affected City departments, which <br /> may have regularly scheduled conference calls. <br /> 2-C Clarification of Implementation and Administrative Roles (Consultant). As <br /> City staff will be responsible for implementation of any adopted ordinances or <br /> guidelines, their engagement in the analysis and work product will enable a <br /> smoother transition from theory to application. Based on the discussion at the <br /> kickoff meeting, Consultant will provide an outline of potential staff roles to identify <br /> when and how various departments (Engineering, Economic Development, City <br /> Manager, City Attorney, etc.) will be involved throughout the planning process and <br /> into implementation. <br /> Task 3: Community Engagement Strategy <br /> Objective: The El Camino Real Corridor planning process will engage and involve <br /> stakeholders, interest groups, and members of the public in an innovative and intensive <br /> community engagement process incorporating a variety of strategies. The schedule in <br /> Section 5.2 shows timing of the community engagement strategies. <br /> 3-A Formation of Citizens Advisory Group (Consultant) (OPTIONAL). As an <br /> optional task, Consultant will assist Staff in forming a Corridor Advisory Group <br /> (CAG) made up of a diverse group of stakeholders (including agency rep- <br /> resentatives, property owners, business owners, residents, etc.), to discuss and <br /> provide input on deliverables. Consultant would advise Staff on selection of <br /> members, and participate in up to five meetings. The advisory committee could <br /> also be formed of several representatives of the Planning Commission and the <br /> newly formed Complete Streets Committee, who could regularly report back to <br /> their respective organizations. <br /> 3-B Stakeholder Interviews (Consultant). Consultant's understanding of current <br /> conditions and priorities will be aided by interviews with key stakeholders. <br /> Consultant will conduct up to seven one-hour interviews, with individuals or small <br /> groups. Interviewees may include Planning Commissioners, property and business <br /> owners, neighborhood group representatives, staff, and others. City staff will be <br /> responsible for inviting and scheduling the participants. Consultant will summarize <br /> the findings from the interviews in a short memorandum. <br /> 3-C Community Workshop #1: Existing Conditions & Concepts (Consultant, <br /> Sub-Consultant-2). Consultant and Sub-Consultant-2 will present existing <br /> conditions assessment and issues to the community, provide examples of concept <br /> design improvements from Redwood City and other cities if applicable and <br /> encourage participants to provide detailed input on issues and recommendations <br /> for Corridor design and development guidelines and streetscape improvements. <br /> Consultant and Sub-Consultant-2 will review workshop results in a summary <br /> memorandum.
