8.A. - Page 20 <br /> effort can assist in refining a preferred land use program (and related development <br /> regulations) for the three Corridor segments. <br /> 4-E Infrastructure Financing Capacity and Strategy (Sub-Consultant-1). A <br /> range of public improvements will be identified as part of the Corridor Plan, mainly <br /> focusing on transportation improvements for pedestrians, bicycles, and transit; <br /> improved vehicle parking access; and streetscape improvements. This task will <br /> assemble these costs (as estimated by others or as previously developed by City <br /> staff) and evaluate funding options for paying for these improvements. <br /> Funding options will include incorporation of the costs in the City's existing <br /> development impact fee programs, creation of Corridor-specific funding sources <br /> such as assessment districts or a special tax district, and use of grant funding from <br /> regional or State sources (e.g., ABAG grants, CMA County sales tax funding, or <br /> other grant sources). The feasibility analysis conducted in Task 4-D will help <br /> establish estimated funding capacity from the development-based funding sources. <br /> Task 5: Development Standards and Street Design Options <br /> Objective: Incorporating the results of Tasks 1 through 4, draft development standards, <br /> land use policies, and design guidelines options to improve and enhance the Corridor. <br /> The work will help to integrate land use and transportation policies, promoting Corridor <br /> and Downtown Precise Plan goals related to pedestrian- and transit-oriented devel- <br /> opment, and complete streets consistent with the El Camino Real's "Grand Boulevard" <br /> designation. It will be accompanied by map graphics, schematic design-level plans, and <br /> illustrations of prototypical conditions and special opportunity areas. <br /> 5-A Establish Land Use Policy and Regulatory Objectives (Consultant). <br /> Informed by the results of previous Tasks, land use policies and regulatory <br /> objectives will be prepared in a report with accompanying maps and illustrations, <br /> including land use designations, permitted use mixes, development intensities, <br /> development potential (market-rate and affordable housing units), and building <br /> square footage. Conceptual Urban Design and Streetscape Options (Sub- <br /> Consultant-2). <br /> 5-B Preliminary Draft Development Standards (Consultant). Findings from <br /> economic and market analyses will be considered in drafting standards to regulate <br /> the design and use of development in the Corridor. The requirements will be <br /> crafted to implement proposed policies and provide a basis for a defined benefits <br /> program that reflects community priorities. <br /> 5-C Conceptual Urban Design and Streetscape Options (Consultant). Map <br /> graphics, schematic design-level plans, and illustrations of prototypical conditions <br /> and special opportunity areas will be provided to clarify expectations for future <br /> development and streetscape improvement projects. <br /> • Streetscape Improvements Plan — Symbols and annotations will be used to <br /> indicate location and type of recommended sidewalk/frontage, median, <br /> intersection/crossing, and transit improvements.
