B.A. - Page 28 Redwood City RFP <br /> El Camino Real Corridor Plan <br /> likelihood for redevelopment during the life of the plan. This study should <br /> include a leakage analysis. In particular, the study should identify opportunities <br /> to preserve small businesses along the corridor. <br /> Task 5 - Identify Potential Changes and Enhancements to Existing Development <br /> Standards and Street Design <br /> The consultant will prepare a range of approaches to consider in response to the findings <br /> of the Existing Conditions Analysis. This step involves evaluating General Plan and Zoning <br /> development standards for opportunities to further align the land use regulations with <br /> market and physical conditions. Changes to density, height, and land uses may be <br /> considered. <br /> Street design will also be considered, with opportunities to update and modify standards <br /> for the street, including the number and width of vehicle travel lanes, bicycle facilities, <br /> transit accommodation, sidewalk widths, street furniture and landscaping. Attention should <br /> also be paid to improving access across El Camino Real for people walking and bicycling, <br /> as El Camino Real is currently a significant barrier to active mobility within the City. <br /> Please note that the environmental review process has not yet been determined, but for <br /> the purpose of this budget, the consultant will provide direction to staff in outlining likely <br /> environmental review scenarios depending on the approach selected; the cost of <br /> performing the environmental review will be undertaken by staff or as a subsequent <br /> amendment or as a separate contract. <br /> Task 6 - Prepare Draft Plan <br /> Based on public, commission and Council direction regarding potential approaches <br /> identified in Task 5, the consultant will prepare a draft Plan for review and adoption. The <br /> Plan must contain all mandated elements of a Plan, with high quality maps and diagrams <br /> to illustrate various development standards and design guidelines. Specific tasks for <br /> development of the plan may include, but are not limited to: <br /> • Identification of sub-areas for specific development standards <br /> • Integration with the existing Downtown Precise Plan <br /> • Opportunities for an affordable housing strategy and application of Community <br /> Benefits (program is currently being studied). <br /> • Financing mechanisms and phasing recommendations for the right-of-way <br /> improvements <br /> • Coordination with any planned improvements to the Downtown Transit Center, <br /> including Caltrain and SamTrans Bus Depot. <br /> • An implementation plan that aligns the goals and policies of the General Plan <br /> with the Corridor Plan. <br /> IV.
