Redwooc 8.A. - Page 27 <br /> El Camino Real Corridor Plan <br /> City staff will be responsible for implementation of any adopted ordinances or guidelines, <br /> so their engagement in the analysis and work product will enable a smoother transition <br /> from theory to application. City Attorney staff will be closely involved to guide the legal <br /> parameters of the work. The Economic Development Manager will participate in the effects <br /> on City business and development. The City Manager's Office will provide input and high- <br /> level direction. Engineering staff will be involved on utility and transportation components <br /> of the project. The Consultant proposal(s) will provide an outline of potential staff roles in <br /> the effort, and will include meeting with City representatives to finalize the respective roles <br /> of staff and Consultant prior to finalizing the budget and schedule and beginning work. <br /> Task 3 - Community Engagement Strategy <br /> Consultant will develop innovative community engagement strategies and conduct public <br /> outreach, including but not limited to community-wide and focus group meetings, <br /> website materials, online surveys, and other modern techniques to ensure broad <br /> participation of the affected public. The outreach is intended to identify impediments to <br /> development and to identify the concerns and interests of adjoining property owners and <br /> residents. Informative public messaging on building height and intensity should be <br /> included. <br /> For budgeting purposes, the scope should include a minimum of two (2) Planning <br /> Commission, two (2) City Council, and two (2) community meetings, as well as regular <br /> meetings with staff. The initial meeting with staff will result in a Community Engagement <br /> Strategy memorandum prepared by the Consultant summarizing the engagement <br /> strategy, methods and tools to be used and anticipated outcomes. The proposal scope <br /> of work should outline how the consultant will work with staff to best employ the <br /> resources of each. <br /> * Task 3a (optional task) —The City may want to form a Citizens Advisory Group, made <br /> up of a diverse group of stakeholders (property owners, business owners, residents, <br /> etc.), to discuss and provide input on deliverables. The proposal should discuss this <br /> option and provide recommendations and estimated costs. <br /> Task 4 - Data Gathering/Technical Research <br /> The consultant team will provide the City with a list of data needs that may include <br /> general plans or area plans, relevant development projects, data on the public right-of- <br /> way, economic data and land use information. The consultant team will review the <br /> materials and conduct additional technical research that may include review of Grand <br /> Boulevard Initiative studies, Economic Development Strategy Plan, recent technical <br /> reports and corridor plans for cities in San Mateo and Santa Clara Counties. <br /> This task will also include preparation of an existing conditions analysis, which includes: <br /> 1. Existing Development Conditions - Current status of development, <br /> parcelization, property ownership and land uses along the corridor. <br /> 2. Public Right of Way and Transportation Conditions - Compilation of <br /> existing right of way widths, street treatments, and requirements for public <br /> realm improvements. Improvement plans for the corridor, by neighboring <br /> communities and Caltrans, should be referenced as well. SamTrans bus <br /> service projections should be included. <br /> 3. Real Estate Market Study and Economic Analysis — A real estate market <br /> study that assesses the supply and demand for retail, residential, lodging and <br /> office uses. An economic analysis would include development prototypes <br /> based on proposed land uses, zoning and policies to test the feasibility and <br /> 3 <br />
