8.A. - Page 26 Redwood City RFP <br /> El Camino Real Corridor Plan <br /> • The slow pace of redevelopment for private structures and businesses; <br /> • Adjacent, low density residential land uses that may conflict with policies that promote <br /> higher density along El Camino Real; <br /> • The interface of higher-intensity uses with existing adjacent low-density residential uses <br /> and zoning districts, as well as land uses involving sensitive receptors <br /> • Caltrans authority over the right-of-way <br /> The selected consultant team will be responsible for working with staff to conduct community <br /> outreach, research best practices, develop alternative approaches, consider appropriate <br /> amounts of retail, residential, and office and other uses based on market conditions, prepare <br /> reports and make presentations to community groups, the Planning Commission, and the <br /> City Council. Integration of the work effort with staff will be a critical factor for success. <br /> II. BACKGROUND <br /> El Camino Real in Redwood City is an existing state highway (Highway 82) and major north- <br /> south transportation corridor serving the Bay Area Peninsula. Currently, the corridor has <br /> inconsistent facilities for people walking and riding bicycles, and varies between four to six <br /> lanes for vehicles. Small portions of the El Camino Real right-of-way have been improved. <br /> Recent development along the corridor has been limited to 2580 El Camino Real (apartments <br /> described as "The Lane") , an assisted living facility at 2880 El Camino Real and a retail <br /> building at 2550 El Camino Real. <br /> The City would like to reexamine the policies and standards for the El Camino Real corridor <br /> and look for opportunities to encourage redevelopment in line with General Plan goals and <br /> the recent efforts of the Grand Boulevard Initiative (GBI) as well as the NACTO Urban Street <br /> Design Guide. Sections of the El Camino Real were recently rezoned to Mixed Use <br /> Commercial — El Camino Real (MUC-ECR), Mixed Use Live-Work (MULW), and Mixed Use <br /> Neighborhood (MUN). The Corridor Plan would evaluate and consolidate these standards into <br /> a cohesive plan for the entire corridor. <br /> III. SCOPE OF WORK <br /> The following scope of services should be addressed for the proposal: <br /> Task 1 — General Project Management <br /> Consultant, working with staff, shall prepare: <br /> • Regular communication on status updates regarding project schedule, <br /> budget, potential issues, and other items of interest or concern; <br /> • Outreach and other materials for the City's website or community <br /> communication; <br /> • Staff reports, technical memoranda, or other documents to support City staff <br /> at meetings with community/stakeholders, as well as City appointed advisory <br /> committees/commissions, and City Council, as requested by City. <br /> • Project Master Schedule. <br /> Task 2 - Collaboration with Staff <br /> The project will be a collaborative effort between the Consultant and City staff. A Redwood <br /> City Planning staff member will be assigned as the Project Manager for the overall effort. <br /> 2 <br />
