History of the General Improvement District 1-64 (GID 1-64) for the financing of <br /> infrastructure on the Redwood Shores Peninsula, including a description of the approval <br /> process and implementation of CitylDistrict capital improvement projects. <br /> REPORT: City Engineer, April 27, 1994 <br /> City Engineer, Luck discussed the General Improvement District 1-64, provided Historical <br /> information, and introduced Mike Gibson, Director of Planning & Design of Redwood <br /> Shores Properties. Mr. Gibson outlined the functions ofthe GID 1-64 Management <br /> Committee, Facilities Fee Committee and funds, and contract procedures for GID 1-64 <br /> construction projects. <br /> Don Warren, representing Redwood Shores Properties spoke about the long standing <br /> public/private partnership and described the tough decisions the Council had made over the <br /> years. Mr. Warren stated all the Councils should be credited for the successful operation of <br /> the GID. <br /> City Manger Everett discussed the following: Area H issue to be litigated; public/private <br /> partnership; economic development strategy; and the levees as a first priority. <br /> Councilman Greenalch requested further information on retirement dates of the bonds. City <br /> Manger Everett, stated the information will be provided in writing. <br /> Memo 5/4/94 <br /> B. Council discussion and decision on design for new City Hall. <br /> Planning Director Joel Patterson thanked P.G. & E. architect, Tom Patterson, and <br /> facilitator Bill Liskamm for working on the City Hall design process. The two architectural <br /> finalists were James Stewart Polshek and Partners and Fisher Friedman and Associates. <br /> In response to questions from Council Members, Joel Patterson and Bill Liskamm provided <br /> further architectural information regarding: neo-classical design, canons of objectivity, <br /> Middlefield Road, and design dialogue with the Main Library. <br /> MIS: LA BERGE/STEINFELD TO APPROVE FISHER FRIEDMAN AND <br /> ASSOCIATES AS THE ARCHITECTS FOR DESIGN OF THE NEW CITY HALL FOR <br /> REDWOOD CITY. <br /> CARRIED BY UNANIMOUS VOICE VOTE.
