<br /> Mayor Buchan stated the adoption of the Resolution designating the Library as a graffiti <br /> free zone was a good first step implementing the Council's policy of zero tolerance for <br /> vandalism. Mayor Buchan stated that with the impending construction of the new Red <br /> Morton Center, new City Hall and new school and community center in Redwood Shores <br /> it was vital to establish a policy that would protect the City's property. <br /> Councilman Sanfilipo suggested that all the City's property including trucks and signs, <br /> etc., be included in the graffiti free zone designation. <br /> Councilman Greenalch stated that Ms. O'Neill's idealism and ideas should be discussed, <br /> but destructive behavior just cannot be tolerated. Councilman Greenalch pointed out that <br /> today there is a lack of commonality of values that in the past held society together; but, <br /> today's disintegration of values leaves the Criminal Justice System as the only <br /> reinforcement that cuts across all cultures. Councilman Greena1ch stated that we cannot <br /> excuse criminal behavior and individuals must be responsible for their actions. <br /> Councilman Greenalch advised that this issue was important and needed further <br /> discussion. <br /> Daniel Theade, a recent graduate of Sequoia High School, suggested that the Council <br /> might consider establishing a "graffiti wall" as they did at the Albany High School. <br /> CONSENSUS: Mayor Buchan determined that it was the consensus of the Council to <br /> direct the City Attorney to develop a resolution designating all City property as a graffiti <br /> free zone. <br /> MEMO 6/28/29 <br /> ----------------------------------------------------------------------------------------------------------------------------- <br /> 9.
