<br /> Vice Mayor Claire suggested that the Library Board and the Friends of the Library recruit <br /> volunteers for graffiti patrol. <br /> Councilman Sanfilipo suggested that notices of the Library as a graffiti free zone and the <br /> penalties attached to it be sent in the water bills. Also, Councilman Sanfilipo suggested <br /> that a video camera surveillance system could be used to identify offenders and could be <br /> staffed by volunteers. <br /> Mayor Buchan invited members of the audience to speak on this issue. <br /> Ann O'Neill, Bryant Street, Palo Alto, a substitute school teacher in the Sequoia Union <br /> High School District and the Redwood City Elementary School District, described her <br /> inclusive teaching style and how she has been successful involving students in making <br /> positive decisions in their education. Ms. O'Neill stated she was worried about the <br /> adoption of this resolution "criminalizing unsocial behavior" and asked the Council to <br /> think of more creative ways to deal with these young people who are expressing <br /> themselves through graffiti. Ms.O'Neill suggested using art to invite young people into the <br /> community through "mural positive areas", and asked Council not to create graffiti free <br /> zones. <br /> Mayor Buchan and Councilwoman La Berge asked Ms. O'Neill to contact Assistant <br /> Library Director Duffy and work with the established youth groups in Redwood City to <br /> create positive solutions to this problem. <br /> Joe Steinfeld, Main Street, Redwood City, suggested that schools should be part of the <br /> public relations campaign, and offered to supply names of furniture refinishers that could <br /> save the City money on repairs. <br /> Don Saye, Broadway, Redwood City, agreed that an electronic monitoring system would <br /> be a good solution, and suggested that his colleagues in the Optimists Club would be glad <br /> to volunteer to watch the monitors if the City provided them. <br /> TITLE READ.
