ATTACHMENT 1 <br />ATTY/RESO.0004/CC RESO APPROVING CONTINUATION PILOT PROGRAM FOR SIDEWALK CAFES <br />REV: 01-14-16 JS <br />Page 1 of 3 <br />RESOLUTION NO. ______ <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF REDWOOD CITY <br />APPROVING CONTINUATION OF A PILOT PROGRAM TO AUTHORIZE <br />SIDEWALK CAFÉS TO BE LOCATED IN PARKING SPACES <br /> <br />WHEREAS, the City Council previously instituted a Sidewalk Café Pilot Program <br />to modify the City Sidewalk Café concept established in Chapter 33A of the Redwood <br />City Code through Resolution No. 15340, adopted on May 12, 2014; and <br />WHEREAS, the City Council desires to continue the Sidewalk Café Pilot Program <br />for a twelve (12) month period and authorize the City Manager/designee to continue any <br />existing permits for such twelve month period; and <br />WHEREAS, the City Council desires to increase the number of sidewalk café <br />extensions authorized under the Pilot Program from three (3) to seven (7); and <br />WHEREAS, the current City Sidewalk Café Program has been in effect since 1977; <br />and <br />WHEREAS, sidewalk cafés are permitted in the Downtown Precise Plan Area, all <br />as described in detail in Section 33A.15 of the Redwood City Code; and <br />WHEREAS, these sidewalk cafés have been very successful and contribute to the <br />enjoyment and use by the public of the City’s downtown; and <br />WHEREAS, while the permanent Sidewalk Café Program utilizes only sidewalk <br />areas, this continued Pilot Program would allow applicants to install sidewalk cafés in one <br />or more parking spaces in front of restaurants, effectively widening the sidewalk area to <br />accommodate proposed sidewalk cafés; and <br />WHEREAS, this City Sidewalk Café Pilot Program implements several policies of <br />the Redwood City General Plan and Downtown Precise Plan, namely: <br /> <br />Downtown Precise Plan Policies: <br />Maintaining access, human scale, walkability, and the right “feel” for Redwood City <br />- strongly rooted in its history but alive to the dynamic possibilities of Bay Area industry <br />and culture. <br /> <br />When considering street and pedestrian design, the Downtown Core street <br />concept includes: Ensuring that the most significant retail and civic areas are treated in <br />a way that places the utmost priority on pedestrian comfort, convenience, and safety, as <br />well as community building. Sidewalks shall be a minimum of 12 feet wide. <br /> <br />A variety of community outdoor places, primarily urban, will be part of this place- <br />6.3.A. - Page 4
