These community outdoor places may include sidewalks and <br />streets, parking lots and facilities, paseos and plazas, even privatized rooftops and <br />courtyards, as well as Courthouse Square and Theatre Way. <br /> <br />Encourage and nurture the emerging renaissance beginning along Main Street. <br />Promote the re-use of existing buildings by one-of-a-kind local businesses. Provide these <br />properties with a bit more flexibility in terms of permitted uses to support the evolving <br />eclectic mixture of uses along the corridor. Retain the essential requirements for physical <br />configuration that will further the street’s identity as historic and pedestrian-oriented. <br /> <br />General Plan Policies: <br />Policy BE‐3.1: Provide high-quality public streetscapes in all neighborhoods, particularly <br />in locations where new investment in historic property renovation and infill development <br />are desired. <br /> <br />Policy BE‐17.1: Accommodate outdoor cafés and similar neighborhood-serving uses in <br />the public right-of-way as a means of promoting pedestrian activity and center vitality. <br />Ensure that access and noise considerations relative to surrounding uses are sufficiently <br />addressed. <br /> <br />Policy BE‐18.8: Provide the amenities and range of entertainment, shopping, and cultural <br />offerings that will make Downtown a vital regional and local destination. <br /> <br />Policy BE‐18.9: Create a network of attractive, interesting public places and spaces that <br />encourage walking and lingering through connections to Broadway, adjacent <br />neighborhoods, transit, and El Camino Real. <br /> <br />Support the City’s Vision that Downtown Redwood City is the heart of our city, the core <br />center.…Outdoor gathering spaces will continue to make Downtown community oriented; <br />and <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF REDWOOD CITY AS FOLLOWS: <br /> <br />1. As the lead agency, the City of Redwood City hereby determines that the <br />actions proposed in this Resolution are considered Categorically Exempt pursuant to <br />Section 15305, Class 5 of the California Environmental Quality Act (CEQA) Guidelines. <br />Class 5, Minor Alterations in Land Use Limitations, exempts from CEQA the issuance of <br />6.3.A. - Page 5
