REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Grant application and project approval, 2015 Measure A Pedestrian and Bicycle <br />Program <br /> <br />RECOMMENDATION <br />1. Adopt resolution authorizing the filing of an application for program funds available <br />under the 2015 Measure A Pedestrian and Bicycle Program and committing to <br />completing the project if grant funding is awarded. <br />2. By motion, authorize the City Manager to execute related grant documents. <br /> <br />BACKGROUND <br />On November 10, 2015 the San Mateo County Transportation Authority issued a call for <br />projects for the 2015 Measure A Pedestrian and Bicycle Program. A total of up to $4.9 <br />million is available for this two-year funding cycle, which covers the period from March <br />2016 through March 2018. This program provides funding for project development, <br />right of way acquisition, and construction of facilities for bicyclists and pedestrians. <br />Eligible projects include, but are not limited to paths and trails, and bridges over roads <br />and highways. A maximum of three applications in a total amount of up to $1 million <br />may be submitted per sponsor, with a project application deadline of December 18, <br />2015. <br /> <br />A sponsor agency governing board resolution in support of the project application(s) is <br />required. If the sponsor agency is unable to obtain a governing board resolution prior to <br />the application deadline the application will be accepted on an interim basis with an <br />endorsement letter from the City Manager. <br /> <br />ANALYSIS <br />To select candidate projects, staff rated partially or unfunded projects against the grant <br />criteria to identify those which would be the most competitive and would be the best fit <br />for the funding source. Scoring criteria included project readiness and need, <br />effectiveness, policy consistency, funding, and sustainability. Measure A funds are <br />generally the least restrictive of the competitive grants and the funds are awarded <br />relatively quickly, making them a good fit for projects with a lot of community interest <br />and those that have innovative and/or unusual design elements. <br /> <br />6.3.B. - Page 1
