REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Update on Farm Hill Boulevard Pilot Program <br /> <br />RECOMMENDATION <br />Receive an update on the Farm Hill Boulevard Pilot Program and provide direction to <br />staff regarding minor modifications to the pilot design <br /> <br />BACKGROUND <br /> <br />The Farm Hill Boulevard pilot project officially began in early September 2015. The <br />Council initiated the project as a one-year pilot. The overall goal of this pilot project is to <br />increase safety for all roadway users by increasing driver compliance with the speed <br />limit and by reducing exposure to multiple lanes of traffic. The project reconfigured the <br />traffic lanes on Farm Hill Boulevard and Jefferson Avenue, from the City’s western limit <br />to Alameda de las Pulgas. The pilot design generally converted the existing 4-lane <br />roadway (two lanes in each direction) into a design with one lane in each direction, a <br />shared center turn lane and bike lanes. As the characteristics of the road (grade, <br />curves, adjacent land uses, etc.) and its width change, the proposed design varies <br />somewhat too. <br />The pilot design maintains some existing features to minimize additional delays for <br />drivers: <br />· Both travel lanes on the upper part of Farm Hill, going towards Cañada College <br />and I-280, were kept to keep cars from being trapped behind slower moving <br />vehicles. <br />· All travel lanes remain at the intersection with Emerald Hill to maintain the <br />existing capacity. <br />The pilot project was initiated after years of community outreach and concern. The <br />concerns primarily focused on unsafe road conditions for people driving, walking, riding <br />bikes and homes along the Farm Hill corridor due to unsafe vehicle speeds. Beginning <br />in 2012, several interim improvements were taken prior to moving ahead with the pilot <br />8.A. - Page 1
