Unfortunately, the interim steps did not make a significant impact to speeding, <br />nor were speed-related collisions reduced. <br />After the pilot began in September 2015, there was a significant amount of community <br />concern regarding increased vehicle congestion that occurred along the corridor, <br />particularly in the first few days of the pilot. Based on this feedback, the City Council <br />received public input and provided direction at the September 21, 2015 Council <br />meeting. At that meeting, the Council directed that the pilot continue, that staff hold a <br />community meeting within 60-90 days and that the input provided during the pilot be <br />relayed to the Council. <br />Since the September 21, 2015 City Council meeting: <br /> <br />· The Police Department completed a month-long enforcement campaign along <br />and around the pilot corridor. <br />· A community meeting was held to obtain feedback on the pilot project. <br />· A variety of data was collected to assess the early performance of the pilot. <br /> <br />The following report provides detailed information regarding the work completed since <br />the September Council meeting. The Community Development Department and the <br />Police Department have also developed recommended modifications to the pilot design <br />in response to roadway observations and community feedback. <br /> <br />ANALYSIS <br />Enforcement Campaign <br />In response to requests from the community about increased enforcement along the <br />Farm Hill corridor, the Police Department did a 30-day targeted traffic enforcement <br />campaign starting September 23rd. During that time period they issued 628 citations. <br /> <br />The following summarizes their findings by enforcement zone: <br />· Zone 1: Jefferson between Alameda de las Pulgas and Farm Hill <br />o 60 citations issued, 10 were moving violations (17%) <br />o Most common violation was failing to stop at the red light at Jefferson and <br />Farm Hill. <br />· Zone 2: Farm Hill between Jefferson and Emerald Hill <br />o 98 citations issued, 70 were moving violations (71%) <br />o Most common violation was failing to stop at the stop sign at Emerald Hill <br />and Farm Hill. <br />· Zone 3: Farm Hill between Emerald Hill and Woodhill <br />o 178 citations issued, 124 were moving violations (70%) <br />8.A. - Page 2
