Speeding
· Median speeds went down by 3 to 11% (absolute changes of 1 to 3.6 miles per
hour)
· 85th percentile speeds went down by 3 to 11% (absolute changes of 1.2 to 4.2
miles per hour). 85th percentile speeds represent the speed 85% of the drivers
are traveling at or below.
· Percent of vehicles traveling over the speed limit went down by 6.1 to 33.5%
(absolute change). Most drivers on Farm Hill between Eden Bower and
Lonesome Pine are still driving over the speed limit, but the share that were
speeding did go down by 6.1% going towards Downtown and by 11.2% going
towards I-280.
· Top-end speeders (vehicles exceeding the speed limit by over 10 miles per hour)
went down in most locations and directions except in one instance where there
wasn’t a change. The biggest change was on Farm Hill between Eden Bower
and Lonesome Pine. The absolute percent went down by 13.4% going uphill and
18.5% going downhill.

Diversion
· Average daily traffic volume went up by roughly 5% on the Farm Hill corridor, did
not change on Woodside Road (between I-280 and Alameda de las Pulgas), and
went down slightly on Edgewood Road (between Cordilleras and Alameda de las
Pulgas). Traffic volume on potential cut through routes increased in some cases
and decreased in others, but locations where volumes increased, the increases
were relatively small in number (for example, there were sixty more vehicles on
Highland over the course of the day).
· Average peak hour traffic volumes had similar results – but typically there were
larger changes.
o Trips on the pilot corridor increased by up to 244 vehicles in the morning
peak hour (Jefferson between Highland and Alameda de las Pulgas). The
largest increase on an alternate route was on Highland, between Laurel
and Jefferson (24 additional vehicles, a 25% increase).
o Trips on the corridor increased by up to 206 vehicles in the evening peak
hour (Jefferson between Highland and Alameda de las Pulgas). The
largest increase on an alternate route was on McGarvey (30 additional
vehicles, a 7% increase).
· Edgewood Road. Data collected in October, between Cordilleras and Alameda
de las Pulgas, showed a small decrease in traffic volumes from the May 2015
data. This result was not consistent with feedback staff has received from the
community. Therefore, additional counts were collected between Crestview and
8.A. - Page 5
