the northbound I-280 on and off-ramps in December. The volumes are
significantly higher on this segment of Edgewood, as compared to the lower
section. Staff will collect additional data to assess the extent to which Farm Hill is
contributing to the traffic volumes closest to I-280.

As mentioned above, driver behavior may have been influenced by the enforcement
campaign. Future data collection efforts will assess the extent to which the documented
results are sustained.

Community Feedback
With the support of the Peninsula Conflict Resolution Center (PCRC), staff hosted a
meeting on November 17, 2015 to receive feedback from the community on what is and
is not working with the pilot project. The meeting was attended by over 150 people,
most of whom stated that they use the pilot corridor on a daily basis. A recording of the
meeting as well as the meeting materials were posted on the project website for review
by members of the public who were not able to attend the meeting.

As with prior feedback, there was a broad range of perspectives represented at the
meeting. A lot of input was shared on the merits and negative impacts of the pilot as
well as concerns that a broad cross-section of the community wasn’t engaged in the
development of the project.

During the open house component of the meeting, members of the public were able to
provide feedback on the pilot design and proposed modifications by putting post-it notes
on the poster boards, writing directly on the boards, talking with staff, and providing
written comments. The focus was to get specific feedback (exact location, time of day,
issue) on what was or was not working with the design so that staff could make
modifications if possible and appropriate. A summary of the feedback received at the
meeting is included as Attachment 2.

Modifications to Pilot Design
In response to the community feedback, input from the Police Department, input from
the Complete Streets Advisory Committee and observations by engineering staff, the
following modifications are proposed for Council consideration.

Jefferson Avenue, west of Alameda de las Pulgas
· Rather than have the two lanes merge together after Alameda de las Pulgas,
have the right lane become a right-turn only lane at Highland.
8.A. - Page 6
