· Replace the westbound bike lane with sharrows between Lancaster Way and <br />Highland. <br />· Adjust signal timing to reduce queuing at the Alameda/Jefferson intersection. <br />· Adjust signage to reflect changes to the lane configuration. <br />· Maintain parking on the north side of the block of Jefferson before Oak Ridge <br />Drive. <br /> <br />Jefferson Avenue at Highland Avenue <br />· Replace the center turn lane with an acceleration lane to facilitate merging from <br />Highland onto eastbound Jefferson. <br /> <br />Jefferson Avenue at Altamont Way <br />· Add red curb to increase visibility for people merging onto Jefferson from <br />Altamont Way. This would be reduce space for parking where the adjacent <br />property (separated from the street by fences and walls). <br /> <br />Farm Hill Boulevard and McGarvey Avenue <br />· Eliminate the eastbound bike lane roughly 150’ west of the intersection and <br />replace it with a right-turn pocket. <br />· Add a painted median on the west leg of the intersection to provide more buffer <br />between people crossing the street and vehicles turning across the crosswalk. <br />· Add “Yield to Pedestrian” signage. <br />· Evaluate a leading pedestrian interval for people crossing Farm Hill Boulevard to <br />reduce conflicts between people walking and drivers. <br /> <br />Farm Hill Boulevard at Emerald Hill <br />Staff has received a variety of feedback from many sources on how this intersection and <br />the uphill segment works. Common themes are: <br />· It doesn’t make sense to merge into one lane after Cambridge to return to two <br />lanes at Silver Hill. <br />· Drivers race to get ahead of cars in the other lane before the merge. <br />· People walking across Farm Hill still don’t feel safe because there isn’t a refuge <br />in the median and drivers aren’t yielding to them. <br />· Lack of continuous bike lanes is challenging for people riding bikes up the hill. <br /> <br />At this location, staff is presenting three options for Council to consider (see schematic <br />designs in Attachment 4). At its January 19th meeting, the Complete Streets Advisory <br />Committee unanimously supported Alternative 2. <br /> <br />8.A. - Page 7
