<br /> <br />1 | Page <br /> <br /> <br />Interim Project Evaluation Report for Farm Hill Boulevard Pilot Street <br />Improvement Project <br />__________________________________________________________________________________________ <br /> <br />Background <br />In September 2015, the Farm Hill Boulevard Pilot Street Improvement Project officially started. <br />The pilot project reconfigured the travel lanes on Jefferson Avenue and Farm Hill Boulevard <br />from Alameda de las Pulgas to Woodhill Drive. The overall goal of this pilot project is to increase <br />safety for all roadway users by increasing driver compliance with the speed limit and by <br />reducing exposure to multiple lanes of traffic. Prior to the pilot, there were two lanes of traffic <br />in each direction. For most segments of the corridor, the pilot configuration has one lane of <br />traffic in each direction and a shared center turn lane. As part of the pilot, the City committed <br />to monitoring vehicle traffic, vehicles speeds, and use by people walking, riding bikes, and <br />riding transit, and to reporting back to the community and Council. <br />An evaluation plan used to assess the effectiveness of the pilot was also created. The <br />evaluation plan was developed with input from the community and was adopted by the City <br />Council (see Appendix A). Staff collected input on the evaluation plan from a variety of sources, <br />including comments from the January 2015 City Council meeting, emails and letters to staff, <br />feedback from the City’s informal bike and pedestrian working group, and input via an online <br />survey (121 responses). The results of the survey are detailed in Appendix A. <br />Data Collection <br />Baseline conditions for the project were collected prior to the pilot’s start. All baseline traffic <br />data was collected in May 2015 while Cañada College, Redwood City School District and <br />Sequoia Union High School District schools were in session. Following the start of the pilot <br />project, staff monitored collisions and traffic operations on a regular basis through <br />observations, data collected and provided by residents, and traffic counts/travel time runs. At <br />the direction of the City Council at its September 21, 2015 meeting, an extensive data set was <br />collected in October 2015 to assess pilot performance at this interim point. <br /> <br />8.A. - Page 12
