<br /> <br />2 | Page <br /> <br />The City primarily used consultant firms to collect the data used in the evaluation. The <br />exceptions to this were: <br />· Transit ridership. Data was provided directly from SamTrans, which uses automated <br />passenger counters to count people as they get on and off their buses. <br />· Collision data. Data was provided by the Redwood City Police Department. Staff has <br />received reports of near misses and unreported collisions before and during the pilot <br />period. However, due to the need for consistency,, only reported collisions are reflected <br />in this analysis. <br />· Perception survey. The in-person surveys at Stulsaft Park were conducted/collected by <br />City staff. <br />In reviewing these data it is important to note: <br />· Traffic volumes and patterns vary by time of year and are influenced by broader <br />regional characteristics. Recent economic growth has resulted in increased traffic <br />throughout the Bay Area. The evaluation plan collects data on other roadways in an <br />attempt to control for this – but it isn’t possible to completely separate the impacts of <br />the project and broader economic growth. <br />· In response to comments at the September City Council meeting, the Police <br />Department conducted an extensive enforcement campaign along the corridor and side <br />streets. This enforcement activity may have influenced driver behavior when the data <br />was collected – in both how and where people drive. <br />· When roadway changes are made, it takes time for conditions to normalize. People try <br />out the new configuration, explore alternatives to when or where they drive and <br />eventually settle on what works best for them. Choices people make may depend on <br />the purpose of the trip, where they are starting from and going to, and the time of day <br />or day of the week when they are traveling. <br />The following report outlines several pilot objectives, the reason for each objective, the method <br />of measurement, the results and next steps. <br /> <br />8.A. - Page 13
