2 | Page

The City primarily used consultant firms to collect the data used in the evaluation. The
exceptions to this were:
· Transit ridership. Data was provided directly from SamTrans, which uses automated
passenger counters to count people as they get on and off their buses.
· Collision data. Data was provided by the Redwood City Police Department. Staff has
received reports of near misses and unreported collisions before and during the pilot
period. However, due to the need for consistency,, only reported collisions are reflected
in this analysis.
· Perception survey. The in-person surveys at Stulsaft Park were conducted/collected by
City staff.
In reviewing these data it is important to note:
· Traffic volumes and patterns vary by time of year and are influenced by broader
regional characteristics. Recent economic growth has resulted in increased traffic
throughout the Bay Area. The evaluation plan collects data on other roadways in an
attempt to control for this – but it isn’t possible to completely separate the impacts of
the project and broader economic growth.
· In response to comments at the September City Council meeting, the Police
Department conducted an extensive enforcement campaign along the corridor and side
streets. This enforcement activity may have influenced driver behavior when the data
was collected – in both how and where people drive.
· When roadway changes are made, it takes time for conditions to normalize. People try
out the new configuration, explore alternatives to when or where they drive and
eventually settle on what works best for them. Choices people make may depend on
the purpose of the trip, where they are starting from and going to, and the time of day
or day of the week when they are traveling.
The following report outlines several pilot objectives, the reason for each objective, the method
of measurement, the results and next steps.

8.A. - Page 13
