<br /> <br />14 | Page <br /> <br />Percent of Vehicles Traveling more than 10 mph over the Speed Limit <br />Top-end speeding is the percent of drivers traveling more than 10 miles per hour over the <br />posted speed limit. The speed limit on Jefferson is 30 miles per hour and on Farm Hill it is 35 <br />miles per hour. These top-end speeders pose some of the greatest threats to people walking. A <br />person hit at 30 miles per hour has approximately 60 percent chance of survival. At 40 miles per <br />hour the chance of survival is only 20 percent.1 <br />Prior to the pilot project, between Eden Bower and Lonesome Pine, 21 percent of drivers in the <br />westbound (uphill) direction exceeded the speed limit by at least 10 mph and 32 percent in the <br />eastbound (downhill) direction did. During the pilot, these numbers went down by 64 percent <br />in the westbound direction and by 58 percent in the eastbound direction.
