16 | Page

Outcomes:
Average Daily Traffic Volume
For trips to and from I-280, Edgewood Road and Woodside Road are the closest and most direct
alternatives to driving on Farm Hill Boulevard. Traffic volumes along the pilot corridor increased
between May and October 2015 – from 1 to 5 percent. In contrast, traffic on Woodside Road
was essentially unchanged and traffic on Edgewood went down slightly.
Table 14 Average Daily Traffic Volumes on Selected Streets
Segment
Average Daily Traffic Volume
Pre-
Pilot
During
Pilot
Absolute
Change
Percent
Change
Locations within pilot corridor
Farm Hill Boulevard: Eden Bower - Lonesome Pine 12,609 13,291 682 5%
Farm Hill Boulevard: McGarvey - Jefferson 10,334 10,428 94 1%
Jefferson: Highland to Alameda de las Pulgas 15,371 16,127 756 5%
Parallel routes
Woodside Road: I-280 to Alameda de las Pulgas 34,248 34,347 99 0%
Edgewood Road: I-280 to Alameda de las Pulgas 15,772 15,153 -619 -4%
Other potential diversion routes
Woodside Road: Alameda de las Pulgas to El
Camino Real 33,211 32,166 -1,045 -3%
Highland: Laurel to Jefferson Avenue 755 815 60 8%
Jefferson: Utah and Farm Hill Boulevard 4,447 3,929 -518 -12%
Dover: Lancaster and Alameda de las Pulgas 432 479 47 11%
McGarvey: Farm Hill and Fernside 5,240 4,897 -343 -7%
Lancaster: Jefferson and Harding 288 309 21 7%
Bret Harte: Emerald Hill and Glennan 518 543 25 5%
Sources: Quality Traffic Data (May 26-28, 2015 and October 20-22, 2015)

Other streets that were identified as potential cut-through routes saw varying changes.
