The peak hours were the same
before and during the pilot – 8:00 to 9:00 am and 5:00 to 6:00 pm.
Table 15 Average Morning Peak Hour Traffic Volumes on Selected Streets
Segment
AM Peak Hour Traffic Volume
Pre-Pilot
(8:00 – 9:00 AM)
During Pilot
(8:00 – 9:00 AM)
Absolute
Change
Percent
Change
Locations within pilot corridor
Farm Hill Boulevard: Eden Bower -
Lonesome Pine
1,393 1,523 130 9%
Farm Hill Boulevard: McGarvey –
Jefferson
1,101 990 -111 -10%
Jefferson: Highland to Alameda de las
Pulgas
1,264 1,550 286 23%
Parallel routes
Woodside Road: I-280 to Alameda de
las Pulgas
3,124 2,894 -230 -7%
Edgewood Road: I-280 to Alameda de
las Pulgas
1,496 1,415 -81 -5%
Other potential diversion routes
Woodside Road: Alameda de las
Pulgas to El Camino Real
3,124 2,894 -230 -7%
Highland: Laurel to Jefferson Avenue 105 139 34 32%
Jefferson: Utah and Farm Hill
Boulevard
448 372 -76 -17%
Dover: Lancaster and Alameda de las
Pulgas
54 75 21 38%
McGarvey: Farm Hill and Fernside 514 553 39 8%
Lancaster: Jefferson and Harding 36 35 -1 -2%
Bret Harte: Emerald Hill and Glennan 95 107 12 13%
Sources: Quality Traffic Data (May 26-28, 2015 and October 20-22, 2015)

Morning peak hour traffic volumes generally changed more than the daily volumes. Trips made
on the pilot corridor increased by up to 286 vehicles in the morning peak hour (Jefferson
between Highland and Alameda de las Pulgas). The largest increase on an alternate route was
on McGarvey, between Farm Hill and Fernside (39 additional vehicles, an 8% increase).
8.A. - Page 28
