REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Award of Contract – Broadway Improvements (Remove Island Median and Reconfigure <br />Roadway) – Middlefield Road to Jefferson Avenue <br /> <br />RECOMMENDATION <br />By Motion: <br />1. Approve the contract documents and award the standard form construction contract <br />(Section 00520) for the Broadway Improvements – Middlefield Road to Jefferson <br />Avenue Project to Redgwick Construction Company of Oakland, for their responsive low <br />bid of $185,245.00 and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% above the contract amount. <br />2. Confirm the determination that the Project is exempt from the provisions of CEQA. <br /> <br />BACKGROUND <br />Community members have shared concerns regarding the traffic flow and safety at the <br />Broadway/Jefferson Avenue Intersection. The primary concern relates to the existing <br />raised island median on Broadway between Middlefield Road and Jefferson Avenue. <br />This median divides the eastbound Broadway through traffic lane and a passenger <br />drop-off/parking lane. The island was designed to provide a buffer and maneuvering <br />space between the through traffic and passenger drop-off lane, and provides an area for <br />a row of palm trees. However, the space is not being used for curb-side passenger <br />drop-off and is almost entirely marked and used as curb-side parking. Traffic in the <br />parking lane is supposed to yield where it reconnects with Broadway. Many motorists <br />use the parking lane as a right-turn lane and often fail to yield at the convergence of the <br />drop-off lane and through traffic lane, resulting in traffic safety issues. <br /> <br />ANALYSIS <br />To address the traffic flow and safety concerns, this project will remove the existing <br />raised island median and palm trees, reconstruct the roadway, and reconfigure the <br />traffic lanes, as shown on the attached Existing/Proposed Conditions Map. This will <br />eliminate the need for the diverging/converging eastbound lanes and the yield- <br />controlled movement. The proposed redesign will provide a typical lane configuration <br />which should improve traffic flow and clarify lane assignments. The roadway redesign <br />necessitates some minor traffic signal modifications at the Broadway/Jefferson Avenue <br />intersection. The draft proposed lane striping are attached to this report. Details of the <br />proposed lane striping will be provided to the Complete Streets Advisory Committee for <br />6.1.B. - Page 1
