Four (4) bids were received by the bid deadline on
October 28, 2015. The bid amounts are summarized in the table below.

Bidder Bid Amount
1 Redgwick Construction Co. $185,245.00
2 O'Grady Paving, Inc. $194,950.00
3 Golden Bay Construction, Inc. $199,989.00
4 Guerra Construction Group, Inc. $200,960.00
Engineer’s Estimate $161,000.00

The low bid was determined based on the Total Base Bid. The total base bid of
$185,245.00 from Redgwick Construction Co. is approximately 15% higher than the
engineer’s estimate of $161,000.00 for the cost of construction. Based upon the bids
received, staff believes that the low bid of $185,245.00 is reasonable and responsive,
and recommends awarding the contract to Redgwick Construction Co.

Construction is anticipated to begin in early 2016. Notification of the proposed work will
be distributed to area merchants and business owners in advance of the start of work.

ALTERNATIVES
Council may choose not to award the construction contract and direct staff to redesign
and/or rebid this project.

FISCAL IMPACT
Funds for the Broadway Improvements – Middlefield Road to Jefferson Avenue Project
have been previously approved and appropriated in the Transportation Fund and the
Gas Tax Construction Fund.

ENVIRONMENTAL REVIEW
As the lead agency, the City of Redwood City has determined that the Broadway
Improvements – Middlefield Road to Jefferson Avenue Project meets the CEQA
exemption criteria as set forth in Section 15301, (Existing Facilities).
