REPORT
To the Honorable Mayor and City Council
From the City Manager

January 25, 2016

SUBJECT
Professional Services Design Agreement with Wilsey Ham for the design of the Sanitary
Sewer Pump Station Improvements Project (P.S. No. 13 and P.S. No. 16)

RECOMMENDATION
By motion, approve and authorize the City Manager to execute the Professional Design
Services Agreement with Wilsey Ham in the amount of $122,656.00 for the design of
the Sanitary Sewer Pump Station Rehabilitation Project (P.S. No. 13 and P.S. No. 16)

BACKGROUND
The City owns and operates 31 sanitary sewer pump stations in the Redwood Shores
and Seaport/Pacific Shores areas. The City systematically replaces aging sanitary
sewer infrastructure to ensure the continued reliability of the system. Pump stations,
which are a key part of the sanitary sewer infrastructure, are selected for rehabilitation
and improvements after the Community Development Department and Public Works
Services Department evaluate the condition of the existing facilities. Over the past ten
years, the City has made improvements to sanitary sewer pump stations 1, 2, 3, 10, 12,
14, 15 and 25. These stations were older pump stations built in the 1980’s per previous
design standards.

The above improvements increased pumping efficiency, functionality (in both during
normal operation and emergency conditions), ease of operation, safety and
maintainability of the facility. This report focuses on Pump Station No. 13 and Pump
Station No. 16, where the same aging conditions necessitate rehabilitation and
improvements.

ANALYSIS
Staff issued a request for proposals (RFP) to qualified professional engineering design
firms. Proposals were received from the following five firms: Wilsey Ham, Hydroscience
Engineers, West Yost Associates, BKF and Infrastructure Engineering. The proposals
were evaluated by staff based on the criteria below:

· Demonstrated success and range of experience in past projects.
· Qualifications and experience of the designated Project
Manager.
· Qualifications of other key personnel assigned to the
6.1.C. - Page 1
