project team (other than the Project Manager). <br />· Demonstrated expert knowledge of Wastewater Pump <br />Station design and construction standards, requirements <br />and procedures. <br />· Completeness of proposal content. <br />· Approach, understanding, effective and innovative strategy <br />(realistic solution proposed). <br />· Adequate personnel effort proposed. <br />· Ability to provide quality control and management. <br />· Ability to sign the City’s Professional Services Design Agreement. <br /> <br />Based on the evaluation, staff is recommending Wilsey Ham to provide the professional <br />engineering design and construction support services for the rehabilitation and <br />improvement of the sanitary sewer Pump Station No. 13 and Pump Station No. 16. <br />Wilsey Ham will perform the scope of work for the amount of $122,656.00. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with Wilsey Ham and <br />direct staff to find alternate means of completing the work, or modify the scope of work, <br />or select other consultants. <br /> <br />FISCAL IMPACT <br />Funds for this project were appropriated under the Sewer Fund Capital Projects-Sewer <br />Pump Station Rehabilitation Program. The budget has an available balance of <br />$584,885.18, as of November 30, 2015. <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City has determined that entering into the <br />Professional Design Services Agreement with Wilsey Ham is not a “project” subject to <br />the California Environmental Quality Act because entering into the agreement will not <br />cause either a direct physical change in the environment, or a reasonably foreseeable <br />indirect physical change in the environment (see California Public Resources Code <br />Section 21065). <br /> <br />JOEL B.
