REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />January 25, 2016 <br /> <br />SUBJECT <br />Amendment No. 1 to Agreement for Design Professional Services with TJKM <br />Transportation Consultants (Hudson Street) <br /> <br />RECOMMENDATION <br />By motion, approve Amendment No. 1 to Agreement for Design Professional Services <br />with TJKM Transportation Consultants and authorize the City Manager to execute the <br />amendment in the amount of $10,000.00, for a total of $185,742.00 for project design; <br />authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br />the amount awarded, not to exceed $204,316.20 <br /> <br />BACKGROUND <br />The City was awarded a $532,640 grant from the San Mateo Transportation Authority <br />(Measure A – Pedestrian and Bicycle Program) to design and construct bicycle and <br />pedestrian improvements on Hudson Street between Whipple Avenue and Woodside <br />Road; see Attachment 1 for a project location map. The proposed roadway <br />improvements are intended to increase bicycle and pedestrian safety, particularly for <br />students traveling to nearby schools. <br /> <br />Based on the original design and community input (see community input summary <br />below), specific improvements to be constructed include corner bulb-outs (and <br />associated drainage modifications as needed), ADA-compliant curb ramps, enhanced <br />crosswalk markings, school signage, and signal modifications. Additional improvements <br />such as sidewalk repairs, raised crosswalks, median islands, pedestrian lighting, and/or <br />traffic-calming features may be incorporated, to the extent the construction grant budget <br />can accommodate. <br /> <br />The $532,640 grant awarded to Redwood City is set to expire July 1, 2016. <br />Construction needs to be completed by then to guarantee the allocation of the grant <br />funds. If the project is delayed beyond July 1, 2016 the San Mateo Transportation <br />Authority may choose to revoke the awarded grant. <br /> <br /> <br />COMMUNITY OUTREACH <br />As part of the public outreach, the City hosted two community meetings with residents <br />of Hudson Street and the adjacent school and business community. The first meeting <br />held in November 2014 was well attended and provided good feedback and guidance <br />6.1.E. - Page 1
