for City staff to continue with design of the project. Through this initial meeting it was <br />determined that the initial scope of the project needed to be expanded to address <br />additional areas of concern for the community. This expanded project scope was <br />shared at the second community meeting held at the end of March 2015. Staff <br />presented final concepts to over 50 attendees from the neighborhood and adjacent <br />community. To accomplish the additional design work associated with the change in <br />project scope, the project will require an increase in budget to the agreement, so the <br />consultant can provide the needed design services. <br /> <br />In the nine months following the second community meeting, Community Development <br />staff have put together the plans and specifications for construction of the project. <br />Additional time was given during the review period to allow the Redwood City Fire <br />Department to have ample time to review the project plans and determine if emergency <br />vehicles will have any issues navigating the proposed improvements to Hudson Street. <br />The Fire Department has reviewed the project plans, conducted trial runs with their <br />vehicles on multiple occasions and is in full support of the project design. The project <br />plans and specifications are scheduled to be completed and ready to put out for bid by <br />the end of January. <br /> for the project and to provide project updates, a webpage is under design and will go <br />live in January. Staff will post the project plans, details and estimated schedule. Once <br />created, staff will notify anyone who has inquired about the project or attended the <br />community meetings that the website is online for their review. As construction begins, <br />staff will provide updates by mail and email to residents who provided contact <br />information at either of the community meetings. Staff will also use the changeable <br />message signs to notify the community of pending construction. <br /> <br />ANALYSIS <br />In September 2013, the City issued a request for proposal to all of the civil and <br />transportation engineering design firms identified in the City’s pre-qualified/pre-selected <br />consultant list to prepare plans, specifications, and estimates. The City received seven <br />proposal responses. On the basis of the evaluation criteria identified in the request for <br />proposal, the City reviewed and ranked the proposals. From that review process, staff <br />selected TJKM Transportation Consultants as the most qualified firm to complete the <br />plans, specifications, and estimates for the proposed improvements. Construction <br />support and public outreach support services were included in the original agreement. <br /> <br />ALTERNATIVES <br />Council may select not to approve the proposed Amendment No. 1 to the agreement <br />with TJKM Transportation Consultants and direct staff to find alternative means of <br />completing the work, or modify the scope of work, or select another consultant. <br /> <br />FISCAL IMPACT <br />The amendment would increase the agreement by $10,000.00 from $175,742.00 to <br />$185,742.00. If needed, the additional 10% authorized by the City Manager, would <br />increase the agreement by $18,574.20 from $185,742.00 to $204,316.20. The Gas Tax <br />Construction Fund has $210,089.59 available as of October 31, 2015. <br />6.1.E. - Page 2
