Council <br /> discussion ensued. <br /> CONSENSUS: Mayor Buchan determined it to be the consensus of the Council to refer <br /> this matter to the Council Legislative Committee. <br /> MINUTE ORDER NO. 94-187 <br /> ----------------------------------------------------------------------------------------------------------------------------------- <br /> 5. PUBLIC HEARINGS <br /> A Public Hearing on approval of Davies/Park Chevrolet Site Specific Plan (201-04) <br /> Affidavits of publication of notice of public hearing and mailing are on file in the City <br /> Clerk Department. <br /> 1) Staff report: Planning Commission Report, August 1, 1994; <br /> Senior Planner Jany presented the staff report and advised that this plan does not <br /> intend to impose its recommendations on the existing auto facility, but would take <br /> effect if and when a change (desire to upgrade, change of ownership and/or business <br /> type) occurred. Mr. Jany described the three development options in the Specific Site <br /> Plan: upgrade the existing auto dealership; reconstruct a new auto dealership <br /> according to established design standards; or remove the existing dealership and <br /> develop the site as retail. Mr. Jany advised that any Council action at this time would <br /> only establish guidelines for the site, and it would be up to the Council acting in its <br /> capacity as the Redevelopment Agency Board to make decisions about implementation <br /> if change of ownership or use were to occur in the future. <br /> 2) MAYOR BUCHAN OPENED THE PUBLIC HEARING AT 8:06 P.M. <br /> 3) MAYOR BUCHAN ASKED THOSE WHO WISHED TO SPEAK TO THIS ISSUE TO <br /> PLEASE SPEAK AT THIS TIME. <br /> Joe Steinfeld, Main Street merchant, told Council he believed this was an attempt to <br /> destroy Park Chevrolet.
