John Holt, Iris Street, advised Council that crews on contract with the City for the chip seal
street project pruned his fruit-laden apricot tree without his permission causing great distress to
his mother and himself and destroying 125 pounds of apricots. Mr. Holt described another
incident involving street repair crews, inadequate notification and closing of streets, and asked
Council to look into these matters.
Mayor Buchan asked the City Manager for a report regarding these incidents.
MEMO 8/2/94
Ian Bain, Gordon Street, told Council that he was present at the Meeting to honor Dorothy
Philbrick, founder and director of Kainos Home and Training Center, who passed away last
Friday after a long illness. Mr. Bain told of Mrs. Philbrick's great personal sacrifices in
pursuing her vision for Kainos. A memorial service will be held at the Peninsula Covenant
Church on Jefferson, at 7:30 P.M., August 10, 1994.
Councilman Greenalch expressed concern that incidents described at Council Meetings are
not, and cannot be, addressed at the time of presentation, and the explanatory reports from staff
do not reach the public. Councilman Greenalch suggested that the reports produced in response
to citizens concerns raised at Council Meetings be scheduled under Matters of Council Interest.
Councilman Greenalch advised that citizens must know their concerns do not fall on deaf ears,
and if the City has done them a disservice, apologies will not be sufficient.
MEMO 8/2/94
---------------------------------------------------------------------------------------------------------------------------
2.
