This Item removed from the Consent Calendar to be considered at this time. <br /> AMENDMENTS TO SURVEY AREA --101 CORRIDOR PROJECT --- THE COUNCIL <br /> TO AMEND THE SURVEY AREA BOUNDARY THAT WAS APPROVED ON MAY 23, <br /> 1994 (THE FIRST STEP IN THE DESIGNATION OF A REDEVELOPMENT AREA.) <br /> In response to Councilman Sanfilipo's questions regarding the extended boundaries, City <br /> Manager Everett stated that the proposed extended boundary area (bounded by Bay <br /> Road, Fifth Avenue, the City limits and Second Avenue) would provide flexibility to the <br /> City and Redevelopment Agency when considering use of the land. <br /> Councilman Sanfilipo expressed concerns about extending the boundaries of the Survey <br /> Area and the negative impact on the affected property that action would have. Councilman <br /> Sanfilipo stated that the City should be very careful not to get into the real estate business. <br /> Redevelopment Agency Director Church showed an overhead of the proposed extended <br /> Survey Area and the proposed boundary change along Redwood Creek. Director Church <br /> advised that once the Council established a Survey Area, the boundary is then referred to <br /> the Planning commission which might or might not make a recommendation for a <br /> proposed Redevelopment Project Area; a project area cannot go beyond the boundaries of <br /> the Survey Area. The Redevelopment Agency can then offer incentives to businesses if <br /> the subject property is in the Redevelopment Area. <br /> Councilwoman La Berge stated that the proposed new southern boundary area qualified <br /> for inclusion in the Redevelopment area as it was in an industrial area and it was blighted. <br /> Councilwoman La Berge encouraged her colleagues to take advantage of this opportunity <br /> to provide flexibility for the future. <br /> Councilman Sanfilipo stated that extending the Survey Area would lead to more blight <br /> and no one would want to move or buy into that area, similarly to what happened on El <br /> Camino Real. <br /> Director Church described inquiries the Redevelopment Agency had received from <br /> developers interested in property in that area, and a counter argument could be made that <br /> putting this land into a Survey Area was beneficial at this time. <br /> TITLE READ.
