<br /> Councilman Sanfilipo advised that he had been denied access to observation to a certain <br /> mediation, and he felt strongly that the Council and City staff had the right to observe City <br /> contractors at work when City funds were involved. PCRC Executive Director Pat <br /> Brown, advised that mediation processes could be observed, if both parties agreed. Mrs. <br /> Brown reviewed the need for maintaining confidentiality and the integrity of the mediation <br /> process, but iterated that anyone could observe a mediation if both parties agreed to it. <br /> In response to Councilman Sanfilipo's comments Councilman Greenalch stated that the <br /> City had independent contractors such as the City Attorney where confidentiality is <br /> involved, and the Council had to respect that. Councilman Greenalch stated that the <br /> PCRC had been a very successful service to the City and the trust involved in mediation <br /> had to be maintained. <br /> Councilwoman La Berge suggested that the PCRC distribute their quarterly report to the <br /> Council as they had in the past. <br /> MEMO 8/16/94 <br /> In response to Councilman Sanfilipo's statement that he knew of three PCRC mediations <br /> that were failures, Mayor Buchan advised that mediation involves compromise, and what <br /> may be a success to the parties involved, may not look like success to others. <br /> Councilman Sanfilipo stated that the $21,650 in the PCRC agreement could be better <br /> spent, and made the following recommended changes to the agreement: <br /> A. Item 2 to read: "FUNDING.....Additional documentation SHALL be given to the <br /> City upon request within 30 days." <br /> B. Council to receive fully detailed PCRC quarterly reports. <br /> C. Council to have access to all mediations, with the consent of the parties involved and <br /> with the guarantee of confidentiality. <br /> TITLE READ.
