Councilman Claire stated that when the Redevelopment Agency was first established in 1978, the only mistake the Council made was not including a larger area. Councilman Claire described the successful redevelopment projects in the City and the revenues they generated. Mayor Buchan asked if anyone else wished to speak to this issue. Joe Steinfeld, candidate for election, referring to redevelopment activity, asked Council if the City really wanted a strong interventionist program, i.e. socialism, and stated that the City should not be subsidizing the most lucrative of businesses, auto dealerships. When Mr. Steinfeld made comments regarding bonded indebtedness and refused to return to the subject under discussion, Mayor Buchan and City Attorney Schricker asked Mr. Steinfeld to return to his seat. Councilman Greenalch responded to Mr. Steinfeld's comments and advised that the Council, the policy making body of the City, had not discussed adding any bonded indebtedness, and that he would make a complete report on the subject at the Council meeting of September 12, 1994. Councilman Claire urged his colleagues to take this opportunity to stop the spread of blight in the proposed expanded Survey Area, and prepare the area for possible new economic development. The maker and seconder of the motion agreed to amend the motion to include expansion of the Survey Area boundary as proposed in the staff report under Alternative 5, thereby approving both Alternatives No.1 and No.5 as listed in the staff report.
