Agreement for Legal Consulting Services, Redwood Shores Levee Improvement Project <br /> (Washburn, Briscoe & McCarthy) (702-02) <br /> REPORT: City Engineer, August 24, 1994 <br /> City Engineer Luck presented the staff report, thanked Councilwoman Gasparini for <br /> her work with the Army Corps of Engineers and described the need for the highly <br /> specialized consultant firm of Washburn, Briscoe & McCarthy. <br /> Mayor Buchan asked if anyone wished to speak to this issue. <br /> Ralph Nobles, 3720 Country Club Drive, urged Council not to hire this consulting firm as <br /> they are known to have an adversarial relationship with regulatory agencies and engaging <br /> this firm would be like waving a red flag in front of a mad bull. Mr. Nobles advised that <br /> this firm represents businesses who build on wetlands and in the bay, and the City would <br /> be ill advised to waste public money on this firm. Mr. Nobles suggested that the City <br /> Attorney would be a better legal representative for the City. <br /> Councilwoman Gasparini advised that the subject firm had been very successful in other <br /> similar projects, they had great rapport with the regulatory personnel, and were well versed <br /> with the legally mandated requirements for the Redwood Shores Levee Improvement <br /> Project. <br /> TITLE READ.
