ORAL COMMUNICATIONS <br /> A. Dr. Henry Brodkin, Palo Alto, Kaiser Hospital, urged Council to oppose Proposition 188 <br /> on the November 8, 1994, ballot. Dr. Brodkin stated that Proposition 188 was sponsored <br /> by the Phillip Morris Company and would override local non smoking ordinances.
