<br /> Councilman Greenalch reminded everyone that Project Read's Annual Trivia Bee is <br /> scheduled for October 14, 1994, at Canada College. He invited his colleagues to fund a <br /> Council team as they did last year with $100 from the Mayor and $50 from each <br /> Councilmember, and asked who would like to participate in the Bee. Councilmembers <br /> Gasparini and Steinfeld agreed to join Councilman Greenalch on the team. Councilman <br /> Greenalch asked his colleagues to submit their checks to the City Clerk who will forward <br /> them to Project Read. <br /> MEMO 9/27/94 <br /> B. Oral Report by the Council Legislative Committee, Report No. 94-1 (301-06) <br /> Vice Mayor Claire, Chair of the Legislative Committee (Mayor Buchan, Vice Mayor <br /> Claire and Councilman Sanfilipo), described the Committee's meeting and the following <br /> recommendations: <br /> 1) Consideration of an Ordinance establishing curfew regulations. Vice Mayor Claire <br /> advised that the City has an ordinance regarding curfews on the books, and asked staff <br /> to review it; and to research other cities with such ordinances. Mayor Buchan advised <br /> that a drop-off center (a non-profit organization such as First Chance) was discussed, <br /> and that Supervisor Barrales was interested in knowing more about this issue. <br /> Councilwoman Gasparini asked that staff include input from young people who would <br /> be affected by a curfew. Councilwoman Steinfeld asked that the report include the cost <br /> of such a policy. City Manager Everett advised that staff would bring this information - <br /> back to Council in December. <br /> MEMO 9/27/94 <br /> 2) Consideration of Proposition 187, Statewide Election of November 8, 1994, "Save our <br /> State Initiative"; <br /> 3) Consideration of Proposition 188, Statewide Election of November 8, 1994, Statewide <br /> Smoking Regulations; <br /> 4) Ballot Propositions, November 8, 1994, Statewide Election; <br /> Vice Mayor Claire advised that the Committee discussed Numbers 2, 3, and 4 above, <br /> and decided that, due to the controversial nature of Propositions 187 and 188, the <br /> Committee would make no recommendation. However, Vice Mayor Claire suggested <br /> that the Council schedule a time to discuss these issues. Councilmembers debated the <br /> issue of whether it was appropriate to recommend a certain position to voters, and, <br /> conversely, the responsibility to provide leadership and establish policy.
