Key CONSULTANT de[iverables: The key deliverables to be completed by the CONSULTANT far this <br /> phase include: <br /> ✓ Facilitation of Steering Committee meetings including agenda development <br /> ✓ Agency Coordination <br /> ✓ Facilitation of Plan review <br /> ✓ Documentation of recommended changes and enhancements to the Plan <br /> Phase 2: Assemble the CITY"s Jurisdictional Annex <br /> Under this phase, CONSULTANT will assemble the CITY's jurisdictional annex to the San Mateo <br /> Hazard Mitigation Plan update. Completion of this phase will utilize CONSULTANT provided tools and <br /> templates for a 2 volume, multi jurisdictional hazard mitigation plan which will be the format�produced <br /> for the San Mateo County Hazard Mitigation Plan. Under this format, volume one of the plan includes all <br /> Disaster Mitigation Act of 2000 (DMA)required components that apply the planning area and partnership <br /> as a whole (plan process, risk assessment, public outreach strategy, goals and objectives, and plan <br /> maintenance strategy). Volume 2 will contain all DMA required components that are jurisdiction specific <br /> (community profile, event history, capability assessment, risk ranking and action plan). Under this phase, <br /> CONSULTANT will work with appropriate CITY personnel to identify and prioritize appropraate actions <br /> to be included in the plan.The tasks to be completed under this phase are as follows: <br /> Task 2A- Perform a Ca�abilitv Assessment: Under this task, CONSULTANT will perform a capability <br /> assessment of the CITY that looks at the CITY's regulatory, technical and financial capability. <br /> Additionally, CONSULTANT will evaluate the CITY's capabilities under its floodplain management <br /> program as a participating community under the National Flood Insurance Program(NFIP). The resulting <br /> capability assessment will be formatted such that it can easily incorporate in to the CITY's jurisdictional <br /> Annex. <br /> Task 2B- Rank Risk: Under this task, CONSULTANT will perform a hazard risk ranking for the CITY <br /> following the protocol prescribed under the San Mateo County Hazard Mitigation Plan. This protocol <br /> defines risk as {probability x Impact} where "impact is defined as the impacts of a hazard on the people, <br /> property, economy and environment of a planning area." CONSULTANT will utilize the results of the <br /> regional risk assessment of the San Mateo County Hazard Mitigation Plan to deploy this risk ranking <br /> protocol for the CITY. The results of this risk ranking will then be imported in to the CITY's <br /> jurisdictional annex described under task 2E. <br /> Task 2C- Alternatives analvsis: Using the progress report of priar actions created under task 1B, <br /> CONSULTANT will facilitate the development of key components for the CITY's jurisdictional annex, <br /> the comprehensive range of alternatives� the City will consider for its action plan. This will be <br /> accomplished through a facilitated session with appropriate CITY staff looking at the strengths, <br /> weaknesses, obstacles and opportunities (SWC10) within the CITY as they pertain to hazard mitigation. <br /> The opportunities identified by the SWOO process will be the basis of a catalog of mitigation actions that <br /> will be included in the San Mateo County Hazard Mitigation plan and represent the range of alternatives <br /> considered by the City.
