EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> PHASE 1 - FEASIBILITY ANALYSIS FOR A STREETCAR/URBAN CIRCULATOR: <br /> Task 1 .1 — Kick-off Meeting with Key Partners <br /> The Consultant will coordinate a kick-off meeting and provide an agenda, meeting notes <br /> and a summary of action items. As part of the project kick-off, the City and Consultant will <br /> consider a walking tour of the transit center and the Broadway Corridor with the total <br /> project team, and perhaps representatives of the participating agencies. The work plan <br /> and schedule would be refined as necessary to reflect the results of the discussion. A key <br /> part of the schedule would be to define the meetings involved and set specific dates or <br /> timeframes so that the overall progression of the project can be better understood. There <br /> will be project management meetings (biweekly), meetings with key study participants <br /> (internal and external to the City), stakeholder meetings, and the community meeting. <br /> Deliverables: Refined work plan and schedule, communications plan, meeting notes, <br /> and action items <br /> Task 1 .2 — Prepare an Existing Conditions Analysis <br /> The Consultant will prepare a list and a description of all the information needed for the <br /> existing conditions analysis. A meeting will be held to review and discuss the list with the <br /> Community Development Department and the Planning and Engineering Divisions. This <br /> discussion would confirm what information is available, what other data sources might <br /> exist, and where there are gaps in the current data. It will also include a discussion of how <br /> any data gaps might be filled . The Consultant will also conduct a limited best practices of <br /> streetcar studies defining the successful and unsuccessful processes undertaken by four <br /> similar cities. The data will be assembled, evaluated, and presented in the form of a <br /> technical memorandum and presentation that is suitable for use with the public. <br /> Deliverables: Data needs inventory, existing conditions memorandum, and existing <br /> conditions presentation <br /> Task 1 .3 — Define Project Goals and Identify Ranking Criteria <br /> The Consultant team will work together to: <br /> 1 . Define an initial set of project goals and <br /> 2. Define the criteria or evaluation metrics that can be used to measure the <br /> performance of the project alternatives and the ultimate project. <br /> Some criteria such as ridership or costs will be quantifiable, whereas others such as <br /> impacts on safety, quality of life, and urban form may be more qualitative. The Consultant <br /> will also consider the goals of the funding agencies such as the SMCTA, Association of <br /> Bay Area Governments (ABAG)/MTC, and the FTA. Key stakeholders will be contacted <br /> to get their confirmation of goals and criteria. The team will consider holding the planned <br /> community meeting to review both the existing conditions and the goals/criteria. <br /> Deliverables: Draft and final project goals and evaluation criteria memorandum <br /> Task 1 .4 — Alternatives Analysis <br /> ATTY/AGR.2016.053/CDM Smith <br />
