PHASE 2 s STATION AREA IMPROVEMENTS FOR THE DOWNTOWN TRANSIT <br /> CENTER: <br /> Task 2.1 - Prepare an Existing Conditions Analysis of the Downtown Transit <br /> Center <br /> The Consultant will prepare a consolidated data request list for both projects and will <br /> review the list with City staff. The Consultant will conduct an on-site inventory and <br /> assessment of current operating conditions and amenities. These will include all features <br /> of the station site such as passenger shelters, benches, light fixtures, transit information <br /> displays, pay and emergency phones, fare equipment and parking revenue equipment, <br /> parking spaces by type, bus bays and areas for taxis, shuttles, etc. , and bicycle parking <br /> provisions by type. A walking tour of the station with City, Caltrain, and SamTrans staff <br /> is also proposed as a means of gathering more information as to how the station currently <br /> functions and discussing possible improvements. <br /> Deliverables: Data needs list, existing conditions evaluation memorandum <br /> Task 2.2 - Planning for Station Amenities <br /> It will be important to work with the project team including SamTrans and Caltrain to <br /> identify those amenities that should be included as part of the station development plan. <br /> Based on the collaboration and site review with the City and the transit providers, a listing <br /> and plan for future enhancement of station amenities would be prepared. Urban design <br /> guidance will be provided as to how best of incorporate the desired amenities and achieve <br /> the guiding principles as defined by the team . <br /> Deliverables: Station amenities memorandum <br /> Task 23 — Downtown Transit Center Connection Improvements <br /> The Consultant will work together to formulate two to three alternative site plan concepts <br /> for the transit center and surrounding area. These concepts may include phases to <br /> address the steps involved in the implementation of the blended Caltrain/HSR program <br /> and the streetcar/urban circulator. The concepts will then be reviewed and evaluated in <br /> terms of their ability to meet the guiding principles identified in Task 2.2. The evaluation <br /> will include transit connectivity, transit capacity, cost estimates, potential benefits, <br /> consistency with current plans such as the Downtown Precise Plan, impacts on adjacent <br /> land uses, traffic circulation, pedestrian and bicycle service quality and safety, and visual <br /> attributes. Other considerations will be operating costs, ADA requirements, and funding. <br /> The Consultant will coordinate a meeting with the City, SamTrans, and Caltrain to review <br /> and critique the concepts. Site plans and sketches will be provided to help visualize each <br /> concept. Functional diagrams will indicate the flows of pedestrians/bicyclists, transit <br /> vehicles, private passenger cars, taxis, and shuttles. <br /> Based upon the evaluation and team review of the alternatives, a preferred concept will <br /> emerge either as a refined version of one of the concepts or a hybrid of the best ideas <br /> from several concepts.
